Rockford sits in the Rock Creek valley south of Spokane, a railroad-era farming town somewhat more sheltered than the open plateau around it. Alongside the houses, most properties here carry working structures — machine sheds, grain storage, steel roofing, shop buildings — and a large share of that is metal. Coating metal has almost nothing in common with coating siding, and three things decide whether it lasts. The first is rust: any corrosion left under a new coating keeps going, because rust does not need air at the surface to spread, and a bright new topcoat over it simply hides the progress for a year or two. It has to be taken back to sound metal and treated with a rust-inhibitive primer, and the honest scope on a badly gone panel is replacement rather than paint. The second is galvanizing, which is where most well-intentioned jobs come apart. New galvanized steel is a poor thing to paint — it is too slick and chemically active for most coatings to grip, and paint applied directly to it can let go in sheets. Weathered galvanizing that has dulled and chalked is easier, but it still wants the chalk removed and an appropriate primer. Skipping that step is the single most common reason a farm building repaint peels off in large pieces rather than wearing gradually. The third is movement. A large steel panel in this climate expands and contracts through a wide daily range, considerably more than timber does, so a rigid coating cracks along fasteners and seams. Metal wants a system with enough flexibility to move with the substrate. Alongside that, the houses in town are what you would expect of an agricultural community with a long history: frame construction, wood siding, several paint cycles behind them, and condition varying enormously depending on how attention has been divided between the house and the land.
